Following on the heals of EU figures showing the cost of real estate in Portugal had actually increased despite its economy being in the grips of a recession, thereby contradicting trends elsewhere in Europe, interest from Britons looking to purchase property here has climbed to new heights in the upmarket real estate sector. Estate agents in the Algarve have backed this up, and while saying demand for apartments has dwindled, luxury homes are as sought-after as ever.
Portugal has made significant strides towards catching its Iberian neighbour, Spain, as the most searched for destination to buy a home abroad based on country page views, and property views, on homesoverseas.co.uk, over the past month, the website said earlier this week.
Britons using this site to search for property abroad are increasingly interested in Portuguese homes, and the country has now moved from fourth to the second most popular destination to buy home, moving past traditional favourites France and Italy.
The website explains that “in spite of the global economic downturn, enquiries for properties overseas for sale remain firm, confirming the desire amongst Britons to own a home abroad remains as popular as ever.”
The top ten most searched destinations in which to a buy a home abroad are Spain, Portugal, France, Italy, United States of America, Turkey, Greece, Cyprus, Australia and Egypt.
In has been noted that and while North American and the majority of European real estate markets are being negatively affected by the economic crisis, Portugal is one of few EU countries where property prices are actually still rising, according to the European Central Bank.
In its monthly report published earlier this week, in which housing prices from nine European countries during the third quarter of 2008 were surveyed, the Central Bank listed Portugal as recording the second highest price rises, in comparison to the same period of 2007, surpassed only by Slovakia.
Results confirm a 4.8 per cent price jump in residential Portuguese property in the period between June and September last year, compared to the same period in 2007.
While data pertaining to the last quarter of 2008 is not yet officially available, a reported increase of 4.7 per cent, in comparison to the same period of 2007, was registered in Portugal.
The construction sector in Portugal is also showing positive results, with an overall growth of 0.5 per cent during the last two months of 2008 and the first month of 2009. It is hoped that growth, albeit slight, within this industry will help keep Portugal’s real estate afloat.
Overall, property prices in this country in 2008 are believed to have risen by an average of 3.9 per cent, in comparison to 2007.
However, Ireland, Spain, Malta and Finland’s real estate markets have registered negative turnovers, with Ireland and Spain, suffering drops of 9.7 and 3.2 per cent respectively.
As well as being in its first economic recession since 1993, Spain is also showing the worst economic results for 15 years, its national institute for statistics revealed last week.
Estate agents contacted by The Portugal News the past week, have expressed contained optimism in the immediate future for the real estate market.
One long-standing agency in the western Algarve explained that while “Resale property prices have held up, buyers are making offers which are often accepted.”
The same agency explained that sales from “UK buyers are encouraging, but concerns over the exchange rate are holding them back”.
However the agency added that most would be ready to act out their dream of owning ‘a place in the sun’ once the pound strengthens to around €1.20, as “most prospective buyers have made their minds up to move here, they are just waiting for the right moment”.
“Villas priced at one million euros and above are attracting the most attention”, explained the Lagos agency.
Overall, December, January and February are usually the worst months for sales, which are still down ten to 15 percent when compared with the same period 12 months ago.
Another agency, located in Vilamoura, shared similar views, with a spokesperson saying Britons “are still looking to buy property in the Algarve, although they are now looking for better deals and hoping to grab people who are in desperate need of selling.”
He added there are currently very good deals in the central Algarve and that the hardest hit market has been apartments, as interest has been limited, though price cuts of up to €50,000 are increasingly common among desperate sellers.
But, says agency, “There are people who have homes up for sale, who do not feel the immediate need to sell, and are therefore not reducing their prices at all.”

Algarve looks to maintain residential tourists

A number of prominent figures were drawn to a conference/debate on what lies ahead for residential tourism in the Algarve, organised by Faro International Airport and hosted at a packed conference room on Tuesday by Vale do Lobo.
António Pina, chairman of the Algarve Tourist Board, explained that “residential tourism has been hardest hit” by the economic downturn, while also warning there was an excess of supply in this sector in the Algarve.
He explained that dwindling tourist numbers will inevitably result in a drop in the number of so-called residential tourists, as, according to António Pina, “If you’re scared of going on holiday, then you will most certainly be reluctant to purchase a second home.”
However, he expressed the belief that the slowdown will only be temporary, at least as far as tourism in the Algarve is concerned, while it was recalled by fellow speakers that despite house prices having fallen across the country, latest figures show the Algarve has bucked that trend and prices have actually risen in the region.
This is a stark contrast to Spain, were the average home is now worth 20 percent less than it was a year ago, and where 1.5 million newly built homes now stand empty with no buyers in sight. This, coupled with the enormous difficulties being faced by British expatriates in Spain who have fallen foul of a lethal combination of red tape and unscrupulous builders and estate agents, appears to have generated some hope in the Algarve, with speakers focussing on the progress made in recent years in the property market where real estate wrangles involving prospective and existing bona fide foreign home owners are the exception, and not the rule.
Another member on the panel of speakers, former State Secretary of Tourism Vítor Neto, was critical of Portugal’s inability to increase the number of tourists this past decade.
Stressing that direct ‘rivals’ such as Greece have seen the influx of British and German tourists increase by 3 million since 2001, Portugal has seen zero percent growth in this period. Even Croatia saw the number of European tourists rise by three million over this period, while Turkey saw its numbers leap from 13 to 25 million.
A key component of residential tourism and ensuring tourists visit the Algarve, is an airport, and it was revealed at the conference that the capacity at Faro will be increased from six to nine million in the next two years.
While some discrepancy exists as to the number of Britons owning second homes in the Algarve, the chairman of the Association of Algarve Hotels and Resorts, Eldérico Viegas, says around 80,000 have second homes in the region, and are joined by a further 20,000 other nationalities, mostly European.
António Pina, meanwhile, stressing that the truth concerning the extent of the crisis should always be told in these testing times, said, his motto, which he hopes will extend to other interested groups in the Algarve is to “bury doubt and sow hope”.

International demand for Portuguese homes rises

Portugal has made significant strides towards catching its Iberian neighbour, Spain, as the most searched for destination to buy a home abroad based on country page views, and property views, on homesoverseas.co.uk, over the past month, the website said earlier this week.
Britons using this site to search for property abroad are increasingly interested in Portuguese homes, and the country has now moved from fourth to second most destination to buy home, moving past traditional favourites France and Italy.
The website explains that “in spite of the global economic downturn, enquiries for properties overseas for sale remain firm, showing that the desire amongst Britons to own a home abroad remains as popular as ever.”
The top ten most searched destinations in which to a buy a home abroad are Spain, Portugal, France, Italy, United States of America, Turkey, Greece, Cyprus, Australia and Egypt

Faro airport unveils development project

Faro airport is to undergo major development work which will see its capacity rise from six million passengers a year to eight million by 2013.
The ambitious project, announced on Wednesday by airport management company, Ana Aeroportos, will cost a total of around 130 million euros.
Ana Aeroportos President, Guilhermino Rodrigues said: “This project is part of a team effort between us, the national and regional tourism boards.
“It is part of our mission to improve the Algarve as a destination, reducing seasonality and diversifying the market.”
Faro airport director António Correia Mendes said that the plans were put together by renowned architectural company Chapman Taylor, which also designed Terminal Five at Heathrow airport in the UK.
“The project has been planned in response to the changes in the types of passengers and will include an increase in the size of public spaces as well as improved airport accesses and an increased number of plane parking bays,” he said.
António Mendes said that the work will enable the airport to increase the number of flights possible per hour from the current 22 to 30.
The number of parking bays for planes will also rise, from 22 to 33, increasing the number of passengers which can be handled from 2,400 per hour to 3,000 per hour.
When the work is complete, the airport will increase its capacity from six million passengers per year to around eight million.
He added that there will also be more shops in the airport and the layout of the terminal building modernised, with natural lighting and ample waiting areas.
“Overcrowding upon arrival for passengers travelling from countries outside the Shengen agreement zone will also be solved as the immigration control areas will be expanded,” said António Mendes.
The work, which will be split into two phases, is due to start on March 1 and be completed by the end of 2013.
The first phase will concentrate on the airport’s operational areas, while the second phase will see the terminal and accesses completed.
Mário Lino, Portugal’s minister for public works, transports and communication, who was also present during the unveiling of the plans, said: “Even though the current economic crisis could cause a fall in passenger numbers this year, the decision to redevelop this airport was made thinking of the future.
“We must be prepared for the future, so that the region can fully embrace the surge of visitors in years to come.”
Mário Lino added that Faro airport’s redevelopment was also part of the government’s strategy to combat the current crisis by creating employment opportunities.

Aer Lingus unveils new Faro route

Aer Lingus has announced two new daily flights from Faro to London Gatwick, the airline’s latest base and its first outside Ireland, which will be launched in April 2009.
Its new London Gatwick base plus the two new daily flights will position Aer Lingus for profitable growth within Europe’s largest aviation market, as well as boosting its presence in Portugal.
Commencing April 26th, 2009 Aer Lingus will operate twice a day between Faro and London Gatwick using an Airbus A320, and with fares from only €29.99, including taxes and charges.
Aer Lingus already offers services from Faro to Dublin, Cork and Belfast and from Lisbon to Dublin and Cork.
Aisling Lyons, Aer Lingus Sales Manager for Spain, Portugal, Finland and Morocco, told The Portugal News “It is a major step forward for the company as it brings the Aer Lingus brand to a whole new market”.
Many may not be aware how large the company’s route network to Ireland has become in recent years, currently flying ten times a week from Lisbon to Dublin. The airline also flies from Lisbon to Cork three times a week (a new route to be launched March 14th), Faro-Dublin twice a day, every day, Faro-Cork four times a week, and Faro-Belfast four times a week.
Commenting on the announcement last week, Aer Lingus Chief Executive Dermot Mannion said: “We are very excited at this opportunity to grow our business in Europe’s biggest aviation market and to extend our low-fares, quality offering to new travellers.
“We are offering consumers flights to top European business and leisure destinations at convenient times and competitive fares as part of a superior offering that sets us apart from our rivals. The Gatwick operation will complement our existing services out of London Heathrow, and position Aer Lingus for growth as we roll out new routes and bases in future years”, he said.
Aer Lingus will initially locate four Airbus A320 short-haul aircraft at Gatwick from April 2009, and will operate services to Faro, Malaga, Munich, Nice, Vienna, Dublin, Knock and Zurich. Within 12 months the new base is expected to grow to eight aircraft with the potential for up to 2.5 million passengers a year. A capacity of 150,000 seats has been allocated on the new route from Faro this year.
In the first year, with a total investment of £100m (€114 million), over 120 new jobs will be created directly through local recruitment of pilots and cabin crew, which is expected to grow as more aircraft are deployed to the base.
Gatwick Airport is located 30 minutes from London Victoria and has access to the capital’s Underground network, as well as direct connections to other London rail stations.
It also has extensive rail connections across the southeast of England. The airport is Aer Lingus’ second base outside the Republic of Ireland, following the opening of Belfast International Airport (BFS) in 2007.

A1 GP coming to the Algarve race circuit in from 10-12 April 2009
Tickets for one of A1GP’s most eagerly anticipated races, A1GP Algarve, Portugal have gone on sale.
The event on 10-12 April 2009 will be the first major international car race meeting at the new Autódromo Internacional do Algarve in Portimao, Portugal.
